Founded in 2024, Decilion brings together expertise in public health policy, law, data science, and digital communications to serve organizations working to strengthen health systems across Latin America and the Caribbean.

Our Story

Decilion was born from a simple observation: the world's most critical health data and research often fails to reach the people who need it most. Policy makers, researchers, and health organizations produce extraordinary work, but the gap between evidence and action remains wide.

We set out to bridge that gap. By combining deep expertise in health policy with modern digital communications, data visualization, and now generative AI, we help organizations translate complexity into clarity.

Our focus is Latin America and the Caribbean — a region of 33 countries, multiple languages, and diverse health challenges that demands both regional fluency and global perspective. We bring both.

Why "Decilion"?

Our name comes from the number of colors the human eye can perceive — a reminder that creativity, diversity, and multiple perspectives are at the heart of everything we do. Just as the eye sees millions of distinct colors, we believe in seeing health challenges from every angle.

Johnattan García Ruiz

Founder & Managing Director

Johnattan García Ruiz, MPH, MBA, LLB, is the founder and managing director of Decilion. His work centers on Latin America and the Caribbean — the policy questions that determine who can access medicines, how regulators function, and how health systems evolve across the region.

He leads research and advisory projects for international health agencies, academic centers, and major journals. He also runs Decilion's data visualization and digital communications work, and conducts hands-on workshops on generative AI tools for global health professionals.

Johnattan is a Department Associate at the Harvard T.H. Chan School of Public Health, in the Department of Global Health and Population. His clients have included the Inter-American Development Bank, Expertise France/Agence Française de Développement (AFD), the Pan American Health Organization, the Economic Commission for Latin America and the Caribbean, Oxfam International, the World Health Organization, ACCESS Health International, and the U4 Anti-Corruption Resource Centre.

His published research covers access to medicines, biosimilar market dynamics, and regulatory systems in the region, with work appearing in Health Systems and Reform, Health and Human Rights, The Lancet Regional Health, BMJ Open, and others. He reviews for several of these journals.

Before founding Decilion, he served as legal advisor to the Director of Medicines and Health Technologies at Colombia's Ministry of Health and Social Protection, and co-founded the Environmental and Public Health Law Clinic at Universidad de los Andes. He has also worked with the Harvard Health Systems Innovation Lab, Dejusticia, the Center for Global Development, and the WHO Centre for Health Development in Kobe, Japan.
