Founded in 2024, Decilion brings together expertise in public health policy, law, data science, and digital communications to serve organizations working to strengthen health systems across Latin America and the Caribbean.

Our Story

Decilion was born from a simple observation: the world's most critical health data and research often fails to reach the people who need it most. Policy makers, researchers, and health organizations produce extraordinary work, but the gap between evidence and action remains wide.

We set out to bridge that gap. By combining deep expertise in comparative health systems with modern digital communications, data visualization, and now generative AI, we help organizations translate complexity into clarity.

Our focus is Latin America and the Caribbean — a region of 33 countries, multiple languages, and diverse health challenges that demands both regional fluency and global perspective. We bring both.

Why "Decilion"?

Our name comes from the number of colors the human eye can perceive — a reminder that creativity, diversity, and multiple perspectives are at the heart of everything we do. Just as the eye sees millions of distinct colors, we believe in seeing health challenges from every angle.

Johnattan García Ruiz

Founder & Managing Director

Johnattan García Ruiz, MPH, MBA, LLB, is the founder and managing director of Decilion. His work centers on Latin America and the Caribbean, driven by the policy questions that determine who can access medicines, how regulators function, and how health systems evolve across the region.

He leads research and advisory projects for international agencies, academic centers, and NGOs. He also runs Decilion's data visualization and digital communications work, and conducts hands-on workshops on generative AI tools for global health professionals.

Johnattan is a Department Associate in the Department of Global Health and Population at the Harvard T.H. Chan School of Public Health and a frequent lecturer at Universidad de los Andes School of Law and Universidad del Rosario School of Medicine and Health Sciences. His clients have included the Inter-American Development Bank, Expertise France/Agence Française de Développement (AFD), the Pan American Health Organization, the Economic Commission for Latin America and the Caribbean, Oxfam International, ACCESS Health International, and the U4 Anti-Corruption Resource Centre.

His published research covers work on health systems, access to medicines and health technologies, and health policy, with work appearing in Health Systems and Reform, Health and Human Rights, The Lancet Regional Health, BMJ Open, and others. He has reviewed for some of these journals as well.

Before founding Decilion and doing independent consulting, Johnattan worked as a senior researcher in the Harvard Health Systems Innovation Lab, and the Center for Law, Justice and Society—Dejusticia. He also served as legal advisor to the Director of Medicines and Health Technologies at Colombia's Ministry of Health and Social Protection, and co-founded the Environmental and Public Health Law Clinic at Universidad de los Andes. He interned as a graduate student at the Center for Global Development, and the WHO Centre for Health Development in Kobe, Japan.

María José Arango Salazar

María José Arango Salazar

Co-founder & Projects Director

María José Arango Salazar is a lawyer trained at Universidad de los Andes, working at the intersection of public health, human rights, and regulatory law in Latin America. She is co-founder of Decilion and serves as Projects Director, leading the firm’s team and managing its consulting portfolio.

She has led legally grounded research and advisory projects for the Center for Health and Human Rights at Georgetown’s O’Neill Institute, the Global Health Advocacy Incubator, Colombia Diversa, and other international partners — on topics ranging from access to medicines and sodium-reduction policy in Panama to digital health, nutrition, and health systems strengthening. She is the first author of a 14-country mixed-methods study on barriers to health care for trans people in Latin America and the Caribbean, commissioned by Colombia Diversa and the LGBT Litigants Network of the Americas and presented at the Bogotá International Book Fair.

Before Decilion, she coordinated the Pharmaceutical Industry Chamber at ANDI — Colombia’s National Business Association — and was a winter intern at the O’Neill Institute. Her undergraduate thesis analyzed Colombia’s compulsory-licensing rules for medicines under WTO and international human rights law. Her work is guided by a deep commitment to sexual and reproductive rights, access to medicines, and gender justice in Latin America.

Carolina Muñoz Benítez

Senior Consultant & Climate and Health Policy Lead

Carolina Muñoz Benítez is a political scientist and LL.M. with expertise in public health, climate change, and environmental governance. Her professional experience includes mixed-methods research design, fieldwork, academic and science communication writing, and legal analysis.

Her research has focused on issues such as climate adaptation in the health sector, community-based forest management, and citizen participation. She co-founded the Environmental Participation Clinic at EAFIT University, where she contributed to strategic litigation aimed at advancing environmental protection and supporting local communities.

Her work has been published in World Development and the Journal of State Law.

María Paula Tamayo Quitián

Senior Consultant

María Paula Tamayo Quitián is a political scientist and philosopher with experience in global health research and science communication. She is currently pursuing an MSc in Social Epidemiology at University College London.

At Decilion, she has participated in consulting projects on sodium intake reduction policies in Panama, climate change adaptation in Colombia's health system, and barriers to gender-affirming care in Latin America and the Caribbean.

Her main research interests are epidemiology and socioeconomic and gender inequalities in health. She is currently researching how social support can mitigate the mental health impacts of unpaid care in the UK as part of her MSc dissertation.
